ICS Class — InterMaritime Certification Services — is a Classification Society, Recognized Organization (RO), and Recognized Security Organization (RSO) established in Panama City in 2005. For over two decades we have been certifying vessels under the principal IMO conventions, operating under ISO 9001:2015 and the IMO RO Code.
When ICS Class issues a certificate, it means a qualified surveyor has physically examined the vessel, verified compliance with applicable conventions, and confirmed that the vessel — at the time of survey — meets the required standards. The certificate is the record of that technical finding.
This distinction matters. Our surveyors do not issue certificates as a commercial transaction. They issue certificates as the outcome of a professional assessment — one that is auditable, traceable, and publicly verifiable in real time at ecerts.icsclass.org.
As an authorized RO and RSO, ICS Class exercises delegated authority from flag state administrations. That authority requires — and we voluntarily maintain — an independent, audited quality management system that exceeds the minimum requirements of the IMO RO Code.
ICS Class holds active authorizations as Recognized Organization (RO) and Recognized Security Organization (RSO) from the following maritime administrations:
| Flag State | Administration | Authorization |
|---|---|---|
| Panama | Autoridad Marítima de Panamá (AMP) | RO / RSO Authorized since 2006. Panama is the world’s largest open ship registry — over 8,000 vessels. |
| Belize | International Merchant Marine Registry of Belize (IMMARBE) | RO / RSO Statutory inspection and certification for Belize-flagged vessels. |
| Honduras | Dirección General de la Marina Mercante (DGMM) | RO / RSO Statutory surveys and class certification for Honduras-flagged vessels. |
| Vanuatu | Office of the Maritime Administrator, Commissioner of Maritime Affairs | RO / RSO Statutory and class certification for Vanuatu-flagged vessels. |
| Guinea Bissau | Maritime Administration of Guinea Bissau | RO / RSO Statutory and class certification for Guinea Bissau-flagged vessels. |
Our QMS is certified by Bureau Veritas and covers the complete cycle of classification and statutory certification services. It is subject to ongoing internal audits, flag state audits, and ISO recertification.

ICS Class operates under a published Code of Ethics governing every surveyor and auditor in our network. Observance is mandatory for authorization.
Our surveyors do not engage in any activity that conflicts with their independence of judgment. They are not designers, manufacturers, suppliers, owners, or operators of the items they inspect.
Technical staff are free from any commercial or operational pressure that could affect their judgment in performing certification services.
All submitted information — certificates, survey reports, technical or commercial data — is treated as proprietary and is not disclosed without explicit authorization.
No surveyor issues, stamps, or endorses class or statutory documents without performing the required survey and without formal authorization from ICS Class Head Office.
The ICS Class platform is an operational resource used every day — not just a website.
Verify any certificate issued by ICS Class in real time. Accessible to PSC, P&I Clubs, charterers, and port authorities worldwide.
